Add the ability to configure Accession scoping

During the initial setup for a Specify database, you can configure whether or not Accessions are shared at the Institution level or the Division level. This is set once and cannot change later.

Text should read like this:

Accessions can be managed within each division or globally.
Will the Accessions be managed globally?

This cannot be configured or established in Specify 7.
Once we implement #2932 this will be necessary to add.
