Should we remove the teal support at some point in the future?

@shannnnnyyy If you want to take a go at this, the pars directory and the .help files are there to support the teal interface that was used with pyraf. Since we are no longer supporting pyraf, we can remove these things. You should add any missing information from the help files to the documentation that is built with RTD.

There are functions that can be removed from the code itself as well. If you need any help you can ping @mdlpstsci or myself
