consider adding list of peers to ignore in fetcher

such list will include identities of peers that we don't want to consider for sync, but would prefer to remain connected with.
specifically this can be useful in private/public setup, as private nodes unlikely can have newer information then public nodes
so there is no point in wasting time asking them for it.
