Permissions and Level-based trainer creation

Create new setting: allowallcreatetrainers

setting allows all players to create a trainer up to their own max skill level. This means a level 10 ore miner would be able to add and remove trainers that are level 10 and below. Admins would still have global rights.

possible additional setting to limit level bounds (say 10, 15, 20, 25, 30 as only valid options) and/or limit total number of trainers
