I have some issues with Anchor Point independent of what was discussed earlier. I realize that your initial values for anchor point are based on what GeoTools defines.
But one problem is shown in this video, with the X slider. It starts in the middle. If I drag it away from the middle and back to the middle, I would at least expect the result to be the same. But if you compare the results at 1:01 and 1:11 in the video, they're different.
The other problem is that, for the Y slider, to get a result of what I would expect to see for 0.5, I have to put the slider at position 0.8 in the Symbol tab. Which is weird, but workable if this puts "0.5" in the SLD doc. But the problem is, for the "0.5" result in the Map tab, I get 0.8 in the SLD tab, which is what will get written to the SLD document. If I use that SLD document in any other system, it will not show me what is on the Map tab. I have screenshots for this:

The first problem, involving the X slider, seems fixed now.
The second problem seems to still be there. If you move the text symbolizer's Y anchor point to its highest (right-most) setting, the labels are still not below the corresponding markers.
