Investigate Webpack Federation for CMS 6

Has a development team, we want to use best of bread technologies to minimise our long term maintenance burden.

Context

Webpack Module Federation could supersede our current Expose-loader approach for sharing dependencies between our module in the CMS UI.

Federation seems to be generally better supported by Webpack and more sophisticated.

Acceptance criteria

• We've reviewed the potential benefit of Module federation relative to expose loader.
• We're in a position to decide if it's worth switching to Federation in CMS 6
