Restricted signup mode but without the restriction

The CS16 HTAs would like to have normal (remote) signups in conjunction with a dedicated computer that students can use to signup (like in restricted mode). This probably needs to be a different mode triggered by a new button underneath "Restrict signups to device", perhaps called "Use device for signups". Here's most of the original email from them:

We run hours in the Fishbowl and ideally, we would like for signups to be both remote and on the Fishbowl computer. Currently, students have to log in on the Fishbowl computer, and it remembers their information and restricts the amount of sign-ins so we have to clear the cache. Would it be possible to have both a restricted computer in the Fishbowl and remote sign-ups at the same time?
