When students are marked missing, text them so they can come see the TAs right away! It would also be cool if students could reply that they are in the CIT and ready to be seen again.

Notifications currently happen by both text and email, depending on the preferences set on the ticket. We should probably follow these preferences (and support both text and email) when sending missing notifications.
