I found how they do that undeletable feature its work in android 6.0.1 may be also in lower android ver. But its dont work in higher andoid version. Its work becoise of over sized icon png

To make it uninstallable just make apk admin and then prevent disabling by using onadminDisableRequested in this just re-start the settings app or cash (requires root to crash) settings app but problem is it only execute once on its life cycle soo it will work once need to find a way to execute again and again
