请打开 Shadowsocks.exe 所在目录下的 user-rule.txt 文件，然后添加一行： ||nasa.gov 。

如下图所示：

有一些奇怪，切换到PAC模式也不行吗？

如果仍然不行，有可能是你的服务商屏蔽了这些网站，或者你的服务器的IP被屏蔽了？
