A doctor can create a patient, but can not assign a client to the patient

Steps to reproduce

1- Log in as a Doctor
2- Got to Patients list and click on "add" button
3- Try to create a Patient

Current behavior

No Clients are displayed to the clients field, so no Patient can be created

Expected behavior

Not sure about this, different options:

• Doctor linked to a Client and able to create Patients for that Client
  or
• Doctor not linked to a client and able to create Patients for any Client
  or
• Doctor linked or not linked to a client, but able to create patients not linked to a client
