Steps to reproduce

Create a user with RegulatoryInspector role.

Log in as the user and try to open reports:

Current behavior

Users with this privilege were able to access reports but now they cannot.

Expected behavior

RegulatoryInspector can access reports.

Applied milestone 1.2.4, cause senaite.health 1.2.3 has to pin to senaite.core 1.3.3, but the resolution of this issue requires changes in senaite.core.
