You can use echo to print any phase surrounded by double quotes ("") to the console.

Yes, that is correct. But you just gave us an example in which you typed single quotes (' ') or maybe you want to call them apostrophes. Perhaps you should change the example to use double quotes. Or perhaps you should amend the example to read thus:

... surrounded by double quotes ("") or single quotes (' ') ...

Oh, and the word you meant to type was phrase, rather than phase.
