when no password between nodes, run 'sealer run -f cluster' reports error! #2324

What happen?

ssh trust between nodes
cluster.yaml

ssh:
  passwd: ""

sealer run -f cluster.yaml
report an error:

however, use sealer run xximage:v1.1 -m xx -n xx -p "" success
