Scaleway support remote terraform state storage though s3 API but when you want to use terrgarunt (terraform at scale) it is not possible see: https://terragrunt.gruntwork.io/docs/reference/config-blocks-and-attributes/#remote_state
default s3 enpoint go to amazon .
It will be easier to overrided s3 backend with scaleway values
