This issue was filed under sat-api:
sat-utils/sat-api#157

But this is the repo responsible for transforming Landsat metadata to STAC so it belongs here.

Need to fix sun azimuth to be 0-360 rather than -180-180
Investigate sun elevation, which should range from 0-90 and should not be negative, but in some cases it is.
