[elektra] [EOV] Enable new object storage CEPH on a per-project basis

Our colleagues will enable the new Ceph object store in the QA environment. The goal is to allow parallel access to both Swift and Ceph. To verify that the implementation aligns with the existing Swift setup, we would like to add a new navigation entry based on a new catalog entry. The navigation entry should be displayed based on a specific tag associated with the project.

Tasks:

• Object storage ui should be able to choose between the services swift and ceph
• Add a new navigation entry base on a specific project tag. Add a badge to identify the new service.
