Match mdapi deploy test results to apex test coverage results. There are currently different calculations of coverage for a deployment results vs. executing the apex tests. This change involves changing the results that the server produces to use the same code from both processes, and then updating the CLI for the changed output

Can you also produce actionable output from test runs? I wrote up a lengthy suggestion over on forcedotcom/salesforcedx-apex#243 a long time ago that is still "Open" :-)
