Currenlty we do not paginate the /adoptable_pets page. Add pagination (see how we do this for statt pets index or staff adopter application reviews) so that we show 12 pets per page.

Sorry, I missed this issue when making #747. Since that one includes this one I think I will close this one and have both tasked handled together.
