opensuse rpm package ddcutil not executable

For the build service package linked here : https://www.ddcutil.com/install/

when installing the package https://mirror.aardsoft.fi/opensuse/repositories/home%3A/rockowitz/openSUSE_Tumbleweed/x86_64/ddcutil-2.1.3-2.1.suse_1699.x86_64.rpm , ddcutil is not executable and thus cannot be used:

-rw-rw-r-- 1 root  root  1232008 Feb  9 10:51 /usr/bin/ddcutil
