Add a safety cap on the amounts reported back by the trusted nodes just as an extra safety measure. We could have a swing cap of say 0.5% every 24hrs for rETH total and if for some haywire reason the network tried to adjust the total amount by more than that in one 24hr period, it reverts.

The swing cap should be a setting which can be changed if needed in the future by us or the DAO.
