Make it an explicit action to choose to rotate

Currently when we select an entity that implicitly enables the rotation tool. This is sometimes convenient but often it's actually a pain when you just want to position things and you have to keep un-selecting an object before you can grab it again to move it.

We should have icons in the right hand side tool bar to select moving vs rotating tool states.
