Is your feature request related to a problem? Please describe.
Currently, the ability to load Reviewpad configuration from a repository is provided by action. Since Reviewpad can now run as a GitHub Action or GitHub App, this ability should live in the reviewpad project.

Describe the solution you'd like
Move the functions available on action file into a new package called loader on reviewpad.
