If .github/settings.yml exists when the app is enabled, settings are not applied #670

Problem Description

If .github/settings.yml exists when the app is enabled, settings are not applied.

What is actually happening

Settings not applied.

What is the expected behavior

Settings applied.

Error output, if available

Context

  1. Created a template repo containing .github/settings.yml and .github/CODEOWNERS
  2. Created a new repo from the template
  3. No settings were enforced until I pushed a dummy commit to .github/settings.yml

Resolution on #95 would solve this.
