Steps to reproduce

clone
cd react=tags
npm i

then got this following error

bumb babel-loader and sass-loader

Because webpack has been bumped to version 5.47, the babel-loader and sass-loader library need to be upgraded to prevent the error as per issue react-tags#822 
this fixes react-tags#822
