Peer connection requires negotiated channel

Since we can't create DCEP-negotiated channels before the DTLS role is known, we need some kind of promise to create channels earlier.

I explicitly don't want to make the same mistake as the WebRTC API and avoid the limbo state data channels are in (weird readyState, undefined channel id) before a peer connection is established.

Will be resolved by #57.
