quattor-client: remove extra dependencies

In #64, we discussed introducing explicit dependencies for:

• perl-AppConfig
• yum-plugin-versionlock
• yum-priorities

We should figure out what really needs them and update the dependencies for those things.

As noted, installing ncm-spma will install perl-AppConfig.

• ncm-spma
  • requires perl(CAF::Process)
    • provided by perl-CAF
      • requires perl(AppConfig)
        • provided by perl-AppConfig and/or perl-AppConfig-caf.

Installing ncm-spma will also install yum-plugin-versionlock and yum-priorities, but the dependency chain is not yet clear.

Update: James clarified this is the quattor-client meta-rpm that is created automatically using code in this repository and to the quattor-client template.
