Combine perl framework repositories into a single repository #310

As discussed at RAL workshop, merge:

  • LC
  • CAF
  • ccm
  • ncm-lib-blockdevices?

Consider merging the following into a tools repo:

  • ncm-ncd
  • cdispd
  • cdp-listend
  • ncm-query

@jrha and just ot make sure, you mean like the components are grouped in one repo; or all in one src/main and one rpm?

Just grouped into one repo, no change to RPMs.

i.e.

./perl-framework/
  ├── CAF/
  ├── LC/
  ├── ccm/

Aim is to do this after 18.3 is released.
