The implementation of UIAWrapper.is_active accesses uia_defines.IUIA and is redundant

There's a class method in UIAElementInfo that returns an instance of the active element.
However, when obtaining the active element using UIAWrapper.is_active, it uses the method from uia_defines.IUIA, resulting in a redundant implementation.
