Other already-provisioned HA TP-Link devices do show up. Doesn't an unprovisioned device have to connect using MAC address since there's no allocated IP address (yet)? Not getting something here...thanks for clues!

Sorry, I think the docs could be clearer on this, so please keep this issue open (or create a PR to update the docs, if you wish).
So, an unprovisioned device acts as a wifi accesspoint with a dhcp server, so you just need to connect to its open wifi network and complete the provisioning.
Have KL400L5(US) flashing green/orange, ready to provision on a 192.168.1.0/24 network, can't see it with:
kasa --type=lightstrip --target=192.168.1.255 discover
or (the recommended default address, which shouldn't work and doesn't)
kasa --type=lightstrip --host=192.168.0.1 discover
or
kasa --type lightstrip --host=192.168.1.1 discover
