Switch to tox for running tests

I started using tox in another project to run tests, and it's been great. The test environment isolation is especially great, but the ability to test locally on multiple Python versions is also nice. There are tox plugins for various CI services that integrate their matrix with the tox matrix so you don't have to configure everything twice.
