The template functionality to count the number of vulnerabilities by CVSS severity is based on CVSS base severity.

pwndoc/backend/src/lib/report-generator.js

Line 199 in 203055b

if(input[i].cvss.baseSeverity === severity){

It should be related to Environmental severity to not create inconsistencies.
