Steps to Reproduce

Steps to reproduce the behavior:

Started Puppet Enterprise
Run amazon_aws::ec2_aws_describe_instances task
Error showed up as AWS was not able to validate the provided access credentials

Environment

Puppet Enterprise: 2019.2
OS: RHEL 7 Linux
