Describe the bug
The emoji picker is not usable - it has UI overlaps on review interface and emoji picker of coach note on student report page (students/:id/report) as well.

The emoji picker button is not visible on markdown editor window on medium and small devices.

Expected behavior
The emoji picker should not have overlaps and should be visible on small devices
