Caching concurrent calls in Python provider does not use new caching behaviour #730

The code for handling concurrent caching was updated in #703 for any code which used the fetchWithCache function. However classes such as the PythonProvider implement their own calls to the cache so they don't make use of the fix from #703.

This means that these other classes will still have the bug mentioned in #703.
