add Usage Notes and/or guidance for Federal Statistical Research Data Centers #573

Some federal data is only accessible in person at Federal Statistical Research Data Centers (at the time of this writing there are 24 nationwide, see image below).

These datasets should be listed in agencies' data.json with

  • an accessLevel of restricted public and
  • with the rights field including how the public can access it: http://www.census.gov/fsrdc and a link to the relevant proposal process
  • and with the keyword fsrdc (or something similar)

Similarly, a theme for fsrdc (or something similar) on Data.gov would help people know what is available at Federal Statistical Research Data Centers.
