PC-stlye Copy/Paste/Cut does not work while using Programmer Dvorak

I'm using this keyboard layout.

"Copy" works (the text shows up in the Finder > Edit > Show Clipboard). But when I do Ctrl-V it does not paste. This does work when I switch to Qwerty. Some interesting quirks:
Cmd-V opens the emoji keyboard. Cmd-Shift-V does paste, but not always what is shown in the finder clipboard.
