Bug description

On Android devices, the borders are jagged as when using the Vulkan renderer on the desktop (like ppy/osu#27659 (comment)).

Perhaps it's that this is a mediump:

osu-framework/osu.Framework/Resources/Shaders/Internal/sh_GlobalUniforms.h
