Upgrade GitHub Application ID to Client ID #3240

Client ID can now be used to mint JWT tokens instead of Application ID. Upgrade is recommended: https://github.blog/changelog/2024-05-01-github-apps-can-now-use-the-client-id-to-fetch-installation-tokens/
