Cannot install poise python issues as listed below

Hi, I am trying to install poise-python on Red Hat Enterprise Linux Server 7.6 (Maipo)
./berks-cookbooks/poise-languages/files/halite_gem/poise_languages/scl/resource.rb: not_if { shell_out!('subscription-manager repos --list-enabled').stdout.include?(repo_name) }

I am getting below error:

STDOUT: Error: 'rhel-server-rhscl-7-rpms' does not match a valid repository ID. Use "subscription-manager repos --list" to see valid repositories.

I tried to list using subscription-manager and I can't find any subscriptions lised

Environment:

Azure Paas

Please let me know if I can by pass the subscription manager, or any other way of chef can install python, pip and other stuff ignoring subscription manager.
