Because QuickSubmit 1.0.7.1 was inserting wrong values into the DB column submission_progress, there should be a preflight check in the next major release for 3.4 to check after the QuickSubmit plugin version and stop the upgrade till the QuickSubmit is not upgraded to a version > 1.0.7.1.
