  2. create cluster

2. What did you expect to see? (Required)

  1. snapshot backup will not stuck when encountered error, it will be set to failed Immediately

3. What did you see instead (Required)

  1. snapshot backup stuck when encountered error

4. What is your TiDB version? (Required)

(For now, EBS snapshot based backup is not stable enough, cherry-picking fixings about it to every released LTS version will bring a huge amount of work. Hence we are only going to pick this to a subset of versions.)
