Add an action in model to move objects to a new layer

Allow one to move an object to a new layer that is not yet created. To achieve that, when the user selects a graphical object in the canvas and triggers the context menu action Quick > Set layer, there should be an action that creates a new layer and automatically associates it to the selected objects.
