[KTX] System settings doesn't show up again, when user select nothing in location permission settings and press back button in Android 11

Overview

• User ask for normal location permission on button click. In next step the user see background location permission dialog. On clicking Allow button there, the App settings page opened with all the permission options. In this page user see that "Allow only while using the app" option is selected. User does nothing and just press the back button in the top left corner to go back to app. Next time when user again select that button the App settings page doesn't show up. Even nothing is happening on button click.

Expected

• Next time when user again select that button the App settings page should open to select permission option.
