Does Libray support nighttime or low-light mode area live video streaming with good video quality?

Hi,
Does Libray support nighttime live video streaming with good video quality?
like I just want to record the live video stream when I am inside the car. I can record the live video but we are not able to record the objects at night time properly.
I want to record a good video stream when we are in a low-light mode area also, especially at night time. Can you help me to solve this issue? what to do to overcome the low-light mode area issue.? Please guide me on implementing it in an Android application. Thanks in advance.
