Issues building project and installing PDS studio

Hi,
I'm trying to setup a witsml store. I've downloaded the project as a zip file from witsml.
When I try to build it using Visual studio 2015, I see certain errors

And then when I try to install PDS studio desktop, I get a 403 Forbidden error (using Windows 8.1).

So I'm basically trying to build store and use that in PDS studio. But I'm having issues building store. And I cannot download PDS studio from the website. If this is the wrong repository for store related issues, can I atleast get some guidance on the PDS install issues please?
Any ideas as to what could be causing these issues would be greatly appreciated. Thanks in advance!
