Unable to associate .sqlite files with

I can't associate any of the following with .sqlite files on Windows (for double-click on open), or in fact with any file type on my PC:
3.1.1, 3.2.1, 3.3.0, 3.3.3, 3.4.4 (versions I have on my PC)

I can associate 2.1.5 with it.
I'm using the portable version. When I go to "Open with" in windows, even though I navigate and point it straight at the executable, windows refuses to list it as an option.
I've also tried using the command line (ftype), but that didn't work either.

For anyone who also gets stuck with this, I had to use a third party tool to work around it: https://ystr.github.io/types/
