QR Standard for More Than Addresses

This probably belongs in a repo under the developing Tooling collective, but logging it here for now so I don't forget.

Many other networks have QR standards for things beyond addresses, for example including a call type, an amount, a memo, etc. so that wallets can construct a full transaction from scanning a code. The Tooling collective should come up with a data format that all wallets/tools can recognize.
