Submitting a workflow without variable doesn't bind variables in parameters #3198

Submitting a workflow with a POST request on /scheduler/path:submit/ usually bind variables even when they are not contained in the workflow.
If the workflow doesn't contain variables then the provided variables in parameters are not binded.
