Version 4.2.0 /var/log/sharelatex/web.log not showing password reset

Steps to Reproduce

1. Have no mail settings filled in variables.rc
2. ./docker-compose exec sharelatex /bin/bash -c "cd /var/log/sharelatex; tail -f web.log"
3. Have user trigger a password reset

Expected Behaviour

Expect to show a password reset link with token in web.log

Observed Behaviour

Nothing is written to log. User gets a confirmation of email to be sent

Context

Organizations that cannot have email working on their instance would use the log as a work around.
